Top Level Engineering, LLC is a structural engineering firm, located in Sterling, Virginia. We specialize in designing “everything from the ground up,” including structures built from wood, steel, masonry or concrete – including new buildings and major to minor structural renovations. We also provide structural assessments and design structures such as concrete and masonry retaining walls, pre-engineered building foundations, site and utility structures and equipment supports.  

We work in many diverse markets, including commercial, retail, recreational, federal and local government, multi-family residential, mixed-use, data centers and office buildings. We fully realize that one design solution does not fit all customers. Therefore, our aim is to provide a consultative and collaborative approach with our customers – providing unique and agile design solutions from concept to completion, ensuring customer satisfaction and long-term relationships.

Our company began five years ago in the Ashburn basement of our founder, Kirby Hartle. As the principal of our business, Kirby has been working in the industry for over 25 years, and is a Professional Engineer (PE) licensed to work in Virginia, Maryland, DC, West Virginia, North Carolina, and Pennsylvania. A native of the Pittsburgh area, Kirby has a B.S. in Engineering with an emphasis on Structural Engineering from Virginia Tech.  After 20 years of working both locally and internationally with several Washington, DC-based engineering firms, Kirby launched Top Level Engineering in 2016. Thanks to a steady stream of business and gradual success, we were able to move “out of the basement” and into our current office space in 2018 – a building we redesigned and now occupy!

Today, we are a growing company of three with an ever-growing list of customers. Together, we have designed of a number of special projects throughout the Washington Metropolitan area, including:

  • the structural assessment and design of several newly-renovated buildings within the Union Market complex in downtown Washington, DC
  • the Lost Barrel Brewing Company in Middleburg, Virginia
  • retail shopping centers in the Northern Virginia area
  • parks and recreational facilities in Loudoun County, Virginia
  • various restaurants, daycare facilities and multifamily homes, and…
  • the beautiful office space we currently call home!
